Cherrydale has long served as a northwest gateway into the city of Greenville. Now, parts of the area’s retail corridor along North Pleasantburg Drive and Poinsett Highway may soon be annexed into the city limits.
Approximately 126 acres of property – none of which are residential – are requested for annexation. The area encompasses multiple businesses including Ingles, ALDI, Hobby Lobby, T.J. Maxx, the Henkel industrial facility and more.
Eighty-three percent of the area’s property owners, including Jeff Massey, owner of Atlanta Bread in Cherrydale, signed a petition for annexation. South Carolina’s law requires the petition of 75% of property owners in the area for the city to annex property.

Having property within the city limits can give business owners access to improved services such as city police and fire protection. Additional benefits include a one-third reduction in water rates and lower property taxes, according to the city.
“That was obviously one thing you always ask when this thing comes up, ‘Hey, what are my taxes going to look like?’” Massey said. “Not only is it not going to be any worse, it’ll be slightly better for us.”
Austin Rutherford, the city’s senior development planner explained the Cherrydale properties are currently in tax district 235, which has a tax rate of 385.8 mills per year. The city, which is in tax district 500, has a rate of 359.7 mills. After being annexed, property owners will save 26.1 mills.
“All benefits will be extended to the property owners and businesses,” Rutherford said. “Any potential future development within the annexed area would be permitted by the city.”
The city began discussing annexation with the area’s property owners starting in late 2022. Massey said the city has kept them up to date throughout the process.
“I think it’s going to be rather seamless and it really should not affect our day-to-day operations as far as anything that we’re really going to have to change,” Massey said.
A public hearing and two readings before city council are required for property annexations. Before this may occur, the city’s Planning Commission will make a zoning recommendation at its meeting Feb. 1.
The first reading by council and a public hearing will be Feb. 12. If approved, the final reading will be at council’s Feb. 26 meeting.
Acre by acre
A total of 126.122 acres of property is proposed for annexation in Cherrydale. This includes 96.122 acres of real property and 30 acres of right-of-way.
